Keyboard layout not remembered after screen lock

Bug Description

Switchboard -> keyboard -> layouts:

I have only one keyboard layout in the list: "English (international AltGr dead keys)"

Each time my screen locks and I log back in, I the layout does not have the dead keys any more. Pressing <left-ctrl>+<shift> switches back to dead keys, and toggles between the desired layout and what appears to be an en-US or en-international layout without dead keys.
