New OFFS and SHFT fields of fanout and seq records need promptgroup

Bug Description
3.15 added new fields for the fanout and seq records, to deal with their changed behavior and additional links.
These fields (OFFS and SHFT) must be set by the user to configure the record.
To be available from DCT tools, these fields need to have a promptgroup() setting, which is currently missing.
