Issues should sort in descending order when using fully compressed serials holdings

Bug Description

Evergreen version 2.3.6

When using the fully compressed serials holding view, the volumes (when grouped by enumeration) or the years (when grouped by chronology) sort in descending order. However, when you expand the menus, the individual issues sort in ascending order, meaning that users are seeing older issues above newer issues.

We would like the issues to sort in descending order so that the top issue is the newest one received by the library.
