Web staff client: Load patron from Checkout does not work

Bug Description

Tested in 2.7 and in master

The "Load patron from Checkout" OU setting is not honored in the web client. When scanning a user barcode at checkout, the system does not load the patron record. Instead, it treats the barcode as a misscan and prompts for a precat record.

Correction, this is indeed working in the xul client. But it is not working in the web client. I'll update the title, description and tag.

Well, the XUL client works for me, so I think that maybe it's a configuration issue or the method used in testing (there's a lot of stuff talked about here that don't seem related to me --- patron registration vs. autocompletion vs. load patron from checkout). But for me, the load patron from checkout works fine in XUL.

However, I can confirm that it does not appear to have been implemented in the web client that I've tested based on recent master. Changing bug slightly to reflect that this applies to the web-client only.

Viewing in 3.7 beta, I'm seeing the "Load patron from checkout" library setting appearing twice in the list of settings. Not sure if that creates any problems with the functionality.

Re-confirming for AngularJS circ; this is also an issue for the current state of Angular circ.
