Couldn't find anything in the code that inserts this permission into the default database.

ITEM_DEPOSIT_REQUIRED.override

A permission for "ITEM_DEPOSIT_PAID.override" seems to also be missing, as mentioned by mmorgan on IRC - http://irc.evergreen-ils.org/evergreen/2015-11-02#i_211851
