Non-public copy notes not visible in Web client

When adding copy notes in the web client you're given the option to make it opac visible. Doing so will display the note under the item on the title record detail page in the opac. If you do NOT enable this, there is currently no way to ever see that note again (save for reporting or editing the item and clicking the Copy Notes button to determine it's note having-ness). Copy notes should be visible either in a aggregated view in column pickers related to items, or at least the detail view of Item Status.

The column picker options used for copy alerts could serve as an example of how to display copy notes in column pickers. The number of alerts displays in a column with a button available to display those alerts in a popup.

I would certainly expect these to show in detail view of Item Status. Without them appearing there most staff will never suspect they exist.

Staff need to have these comments available to them. There is often useful information that would be helpful when checking the item in or out, but staff cannot see it. Sometimes the inability to see these item notes leads to bad customer service because the staff member cannot see that minor damage existed before the item was checked out. (If we spot damage during the checkout, we show it to the borrower and let them decide if they want to go on and take the book. When it comes back, the item note should quickly tell the cki staff member that the current borrower was not responsible and give information on sending the book for repair or replacement.

These are still "invisible" to staff (unless made publicly visible) in the 3.11 beta that I was testing today. Having access to this information is key for all use cases for non-public item notes.
