Statistical category entries cannot be edited/deleted

In the Web client it is not possible to edit or delete entries for statistical categories.

To edit or delete a statistical category entry in the xul client, the user does the following:

Select Admin >> Local Administration >> Statistical Categories Editor

In the editor:
Select an entry from the drop-down
Edit the entry
Select "Update Entry Value"

In the Web client, nothing happens when an entry is selected.

The problem affects both copy and patron stat cat entries.
