Remove old reporter email templates

Bug Description

By default, the reporter generates emails using the report-success and report-fail template files which are located in Open-ILS/src/reporter/ in the source tree. There are also files named report-success and report-fail in Open-ILS/src/extras/, but these appear to be unused, so we should remove them.

Working branch user/jeffdavis/lp1761891-remove-old-report-email-templates has a commit that removes the unused versions of report-fail and report-success.
