acq feature request: more fund level complexity

PINES libraries have multiple funds that are allocated on a per-branch basis. Currently acq file uploads only accommodate funds that are directly attached to the Context Org Unit selected at the time of the upload. This either means that libraries must only do branch-level orders, which is impractical for large and busy systems that need to do system-level orders, OR libraries must attach all funds to the parent unit (in our case, System), which causes usability problems when selecting funds. Libraries also need clarity about which funds belong to which unit.

No specific suggestions yet, but hoping we can collaborate on a solution to this.
