Web Client: Patron Statistical Category Entries set as default for a given org unit are not set by default in registration screen

Bug Description
When creating a patron statistical category entry, there is an option to set the entry as the default value for an org unit.
With this set, in the xul client, the statistical category entry is automatically filled in when the patron registration screen is loaded.
In the web client, however, the entry is not automatically filled in when the patron registration screen is loaded.
