Booking Resource Type Configuration: you can set a negative value for fine amount and max fine amount

Bug Description
Steps to recreate (in current master):
1) Administration > Booking Administration
2) Resource Types
3) New Resource Type
4) Enter a negative fine amount and max fine amount
5) Click Save
Most libraries probably don't want to spend their money by giving fines TO patrons with overdue bookings. :-)
We should not allow negative values for these fields.
