3.3.2 Apply Workstation Setting triggered at Check Out/Check In

Bug Description

I am testing 3.3.2 and find that a APPLY_WORKSTATION_SETTING permission denied override is triggered by scanning an item in Check Out and Check In. The transaction processes "behind" the override dialog, but the override must be canceled.

The permission group for the account I am testing should be able to circulate materials, but not change workstation settings (list config, receipts, etc.)

I think this can be marked as Won't Fix, but this could probably use more eyes. I tested on 3.10 and was able to check items in and out on an account without the APPLY_WORKSTATION_SETTING permission, and the permission denied override did not pop up. It also did not appear when opening Search the Catalog.
