User standing is unused and should be removed

The actor.usr table has a "standing" field which is not used. It's referred to in a few places in the code but appears to serve no actual function. We should drop the column, along with the associated config.standing table, and remove the unnecessary references to it.
This is different from standing penalties, which are of course essential and presumably superseded actor.usr.standing a long time ago.
