Web Client - Circulation Modifier Interface SIP2 Media Type using codes instead of labels

In the new angular circulation modifiers interface (Administration -> Server Administration -> Circulation Modifiers) when you create a new circulation modifier the SIP2 Media Type is a blank field instead of a drop down list as it was previously.

To enter a SIP2 Media Type you currently need to know the correct code (ie. 001, 006). The field will save with any value entered but won't be transmitted properly.

Ideally the SIP2 Media Type field should be a drop down with the available options as labels and the values in the column should display the labels rather than the code. ie. Book instead of 001 and CD/CDROM instead of 006.
