Bug Description
In 3.6.1:
When entering an ID that has already been used in either the primary or secondary identification fields, the alert is correct in the number of matching patrons - both active and inactive.
However, if you click on the link to run a patron search on that ID, the search only includes Active patrons, not the inactive ones, so the number of of results doesn't always match the number shown on the alert.
To recreate problem:
1) Edit several patrons to use the same ID.
2) Set some of those patrons to Active and some to Inactive.
3) Create a new patron with the same ID and note how many matches it finds in the alert.
4) Click on the alert to see how many patrons it displays.
5) Check the Include Inactive checkbox and search to see the full list.
