Offline Interface allows blocked users to checkout without exception after upload

When using the offline interface it allows checkouts to patrons that are blocked or barred without giving an exception upon uploading the session. It does not matter the reason for the block whether it is manual or excessive fine, etc. It will allow the checkout. We are seeing this in 3.4.1 and 3.6.1. We would like to have an exception for these transactions so at least we know the user has items when blocked. The blocked patron download use to catch these patrons but without that we have no way of knowing when it happens.
