Course Materials: Add Role option does not work

Bug Description

EG 3-6

Course Materials includes three "roles" that can be associated with a course: Instructor, Teaching Assistant and Student. There is an option to add new roles, but it is not working.

To replicate:

Go to Course Materials
Select the "Course Roles" tab
Select the "New Course Role" button
Enter the name of the course role
Check the "OPAC Viewable" box, if applicable
Click "Save"
Refresh the screen
Notice that no role is added

I wasn't able to duplicate this in current master. The role was created and the screen refresh instantaneously. I tested with the "Opt Org Unit into the Course Materials Module" library setting set to the CONS context.

Thanks for testing this, Garry. We are a consortium where this library setting is set to the System context, rather than to the CONS context, because not all libraries will use Course Materials. So, this does not work for us as is. If a user cannot add a role an error should display, not a toast indicating "Updated Succeeded."
