Edit Report Template only saves visible fields

Bug Description
Observed in 3.6.1:
Report template creation only saves the fields that are currently visible on the grid. For example:
1) Create a new report template
2) On the Display Fields tab, set the visible rows to 5
3) Add 6 display fields to it (so only the first 5 are currently visible)
4) Save the template and then attempt to run it - only the first 5 are included
(The same goes if you page over so you can see the 6th display field you added - if you save at that point, the template only saves that 6th field.)
