Edit Hold Notifications - SMS carrier list displays inactive carriers

Bug Description

When editing Notification preferences for a hold from the patron record in the staff client, the list of SMS carriers displays carriers that have active set to False.

Inactive SMS carriers are appropriately hidden in other hold interfaces.

Related bug 1809157 fixed a sorting issue on this same interface.

To confirm on a concerto system:

Retrieve a patron record with a hold
Select the hold and under Actions, select Edit Notification Preferences
Check off SMS Carrier to activate the dropdown
Note that the inactive entry "Test Carrier" appears in the list when it should not

Adding a note that the Angular Staff Catalog and the Experimental Angular Circulation interfaces (3.10) appropriately hide inactive SMS carriers when editing hold notifications, so this is not an issue in the Angular screens.

I am still seeing this in both the Angular Staff Catalog, and in the Experimental Catalog in 3.11, 3.13, and current master.

I went to Admininstration/Server Administration/SMS Carriers and made Cincinnati Bell inactive. (This carrier stopped their cell service several years ago)

In a patron record with holds, view the holds, select one of the holds and choose action - edit notification settings, then drop down the list of carriers. Cincinnati Bell still appears.

In our production system, 3.11, all or our SMS messages are going through one vendor. This vendor has their own SMS Email gateway. We have all other carriers set to inactive. So, the 'edit notification settings' should only display one carrier. It displays them all.
