improve patron note text access and note title display

In the redesigned patron note interface, the only way to read the note text is to open the Notes tab and then, if the note is long, mouseover the Note Text field in the grid or click edit and scroll through or drag the text box.

The note title also truncates at about 40 characters.

It would be nice to have an option/button next to the note that can expand and show the Title and Note Text instead of hovering over Title or Note Text within the note.

Confirming this is an issue in 3.9 as well.

Possibly this will be resolved when circulation is ported to angular. The angular function bar has the arrow which expands the lines (see the Shelving Locations Editor).

CW MARS is planning an upgrade from 3.7, and I anticipate this being a sticking point for some of our libraries.

It's particularly annoying that only 40 characters of the title display in the Patron Summary, and that when you hover over it, the rest of the title doesn't display at all; just the body of the note displays - see attached screenshot.

Our libraries also made heavy use of the Alert Message field in the Edit tab, which now displays as "converted Alert Message, real date unkno" in the patron summary. There aren't even enough characters to finish the stock title that Evergreen adds.
