"Require staff initials for entry/edit of copy notes" Library Setting No Longer Applying

Bug Description
Evergreen 3.9
Chrome
When set to TRUE the library setting "Require staff initials for entry/edit of copy notes." does not require staff initials in the new angular holdings editor. No Initials field appears.
(On a side note this library setting's name and description should be updated to use item instead of copy.)
I tested this on a 3.9.0 community server and our test server running 3.9 with the item alert and note fixes committed for 3.9.1.
