Bug Description
The Angular staff interface provides a route for placing an issuance hold, but at present nothing uses it. That route is:

I have confirmed that this route works, although it should be enhanced to display the details of the issuance being requested.
One place to link to this might be from the Manage Issues grid of subscription maintenance as a "place hold" action.
The traditional staff catalog does provide a way for staff members to place issuance holds (at least, for issues that have barcoded units attached to them), but is getting deprecated.
