Bug Description
Evergreen 3.9+
Based on conversation at the Evergreen conference, it would be helpful to a few consortia to have an option that would require oother libraries to add parts to their items if even one library added parts. For our consortium, this would decrease the amount of confusion around when holds are not filled because a part was selected but their item does not have parts.

It would be helpful if we could also have an action trigger or some other notice to those libraries that added items prior to part labels being added. Or to a designated coordinator.
