Evergreen 3.11
In the angular Load MARC Order Records interface the Ordering Agency field should have the red/green to indicate that it is a required field. (The Upload button will not work if there there is no ordering agency selected.)
This is extra problematic because if you forget to add the Ordering Agency and go back and add it after Evergreen will update the Fiscal Year to be the current year (which may not be the year you want). See https:/

Marking Confirmed, and noting that this is due to bug 1838784. Rereading that bug, it looks like committing part one of that fix would solve the issue for *this* interface, because it explicitly calls out orderingAgency as needed data. But autogenerated editor forms would still be broken. So that would be a call for one of the core committers for how to handle that.
