Bug Description
Since upgrading to 3.11.1 staff are unable to archive or remove patron notes. When attempting these actions, staff receive the "warning" sound and nothing happens. I also noticed that nothing happens when attempting to unarchive notes as well. Again, staff only receive the "warning" sound and the note remains archived. I did notice several related Bugs: #1977877, #1978003, #1970258. However, none directly explains our described issues.

I'm not able to recreate this issue on a 3.12 test server while logging in with a Circulator account. Can you recreate this problem on one of the public test servers?
Is this occurring on both manually created notes and automatically created notes? Does it make a difference whether they are patron-visible or not?
Are any red error messages showing up in your browser console? (Click F12 and make sure it is showing Console errors to view.)
