OPAC: Default list does not show in basket "Move selected items to list" dropdown

When a list is marked as the default, the list name does not show up as an option in the "Move selected items to list" dropdown in the basket. Further, if you only have one list and mark it as the default, the "Move selected..." button does not even display in the basket menu options.

To test:
1. Mark a list as the default.
2. Add items to a basket from the OPAC and then click the basket icon > View Basket.
3. If you have multiple lists, click the "Move selected items to list" dropdown and you'll see that the default list name does not appear.
4. If you have just one list, you'll see the "Move.." button is not displayed.

(If items are in your basket and you go to My Lists, the default list does show up in the "Move..." dropdown.)
