Patron Search "auto-searches" if you type too quickly

Evergreen version 3.13.5
In the patron search interface, if you begin typing a patron's name before the page fully loads (specifically, before the "Mailing:Street 1", "Created On", "Home Library", etc., columns appear beneath the search fields), the search will automatically perform after only typing 1-3 letters.
However, if you wait until after the page has completely finished loading before beginning your search, then a search will not be performed until you manually click the Search button after typing in the patron's information.

Confirmed. I have to be quick on the draw to make it happen, but if I click the link to get to the (AngularJS) patron search form and immediately start rapidly tapping on a key, about half the time I can make it start a search right away.
(And to be clear, the patron search form is not intended to have an "auto-search" or auto-complete.)
