Steps:
1. Run ccp deploy command with next configuration:
deployment topology -http://
sources - http://
Expected - all pods are running
Actual result - nova-db-sync pod failed with - http://
and neutron-db-sync with http://
containers logs are attched

Looks like job failed when applying migrations and restart not working because db exists.
