Instances can't get IP after upgrade from mitaka to newton

Steps to reproduce

1. Build and deploy mitaka with ccp on 152 nodes with attached configs (rename ccp.yaml to ~/.ccp.yaml)
2. Create new instance test, it can created with several ips (https://bugs.launchpad.net/fuel-ccp/+bug/1675300)
3. Rename versions.yaml-upgrade-from-mitaka-to-newton to versions.yaml
4. Build and deploy Newton cluster

Until you delete instance with several IPs created in mitaka all new instances created in newton can't get IP

Workaround is delete instance with several IPs created in mitaka
