Bug Description
Fuel GUI does not make possible to disable security groups. This means that end-users need to manually edit neutron and nova configuration files to perform such setup.
In some scenarios security groups are not necessary and it should be possible to easily configure Fuel to disable them and benefit from the networking performances improvement.
