Bug Description

ENVIRONMENT: MOS 9.0, ISO 417

STEPS TO REPRODUCE:
1. Deploy env with neutron + nsxv plugin(from master branch)
2. Try to create Heat-stack with security group for ICMP port range (0,255)

EXPECTED RESULT:
Stack created

ACTUAL RESULT:
