[cinder-netapp] cinder user and group have different IDs on controllers

Bug Description

When deploying MOS with cinder-netapp plugin (NFS usecase), it may happen that primary controller gets cinder user id different from the other controllers. In this case (assuming cinder-volume service is running on the controllers) if the primary controller creates the volume, other controllers will lose permissions to the share.

I'd suggest we have to pre-create cinder user and group with static IDs.

I am not quite sure that it's right way to set Сinder's UID and GID via the plugin.
