Ubuntu envs may got a non-patched haproxy version

Fuel relies on the patched haproxy package (see https://bugs.launchpad.net/fuel/+bug/1280111).
But under given below circumstances it may install the non patched vesrion from upstream ubuntu repo, here are details:

Repro steps:
0) Create OpenStack Ubuntu, neutron VLAN with murano environment (IBP provisioned).
1) Configure Ubuntu repos as it is shown at the picture in the attachment
2) Try to deploy the env. It is expected that the environment deployed with haproxy version 1.5.3-1~u14.04+mos1.
Actual result is that deployment fails as there is non-patched haproxy 1.4.24-2 from http://archive.ubuntu.com/ubuntu/ trusty/main installed. This version does not support include configuration directives, hence the deployment is failing.

Note, this could be a dup of wrong pinning bug https://bugs.launchpad.net/fuel/+bug/1446686
