After adding Telemetry roles on a deployed environment, astute.yaml is not updated with the mongodb password for 'ceilometer'

Bug Description

Seen on 6.0 HA Ubuntu

- Deploy a HA environment without Telemetry
- Then add Telemetry roles.

I'd expect that /etc/fuel/astute.yaml contains the mongdb password for the ceilometer user, but they're not there.

I think that the Fuel 7.0 UI and internal checks will prevent us from installing Telemetry in that way.

1. We can't deploy environment Telemetry enabled, without MongoDB nodes.
2. We can't add Telemetry to already deployed environment.

I've chacked also CLI way, and it also can't be reproduced.
