Seen on 6.0 HA Ubuntu
- Deploy a HA environment without Telemetry
- Then add Telemetry roles.
I'd expect that /etc/fuel/

I think that the Fuel 7.0 UI and internal checks will prevent us from installing Telemetry in that way.
1. We can't deploy environment Telemetry enabled, without MongoDB nodes.
2. We can't add Telemetry to already deployed environment.
I've chacked also CLI way, and it also can't be reproduced.
