A user reported not being able to follow the update instructions listed on the fuel-6.1 update guide[0]. No updated package[1] could be found for python-

I confirmed the user reported issue and was unable to update the python- oslo.messaging package as described by the guide. I instructed the user to download the file and use dpkg -i <file> as a temporary work around.
