Bug Description
Release: MOS7.0
I have environment with vmware nova-compute on controllers and with cinder-volume on controllers.
Major part of functional tests failed with errors like
"There are no cinder nodes or ceph storage for volume"
"There are no compute nodes"
How to reproduce:
1) Create environment with vmware nova-compute on controllers and conder-volume on controllers
2) Start OSTF
