Bug Description

Detailed bug description:
 Fuelmenu doesn't need to report ERROR level log when reporting "Unable to read YAML: /etc/fuel/astute.yaml" because we have no default astute.yaml any more.

    Report INFO level log if cannot load astute.yaml

    Fuelmenu doesn't need to report ERROR level log when reporting
