Bug Description

nova::utilities class was deprecated and now it's going to be removed (https://review.openstack.org/#/c/318342), we need to update fuel-library and drop this class usage there. Also need to research necessity of performing actions (e.g. libguestfs-tools package installation) from this class (https://review.openstack.org/#/c/318342/2/manifests/utilities.pp).

It affects Fuel, because noop and deployment tests will be broken:
