Bug Description

After migration on Xenial (form Trusty) the file pxelinux.0 was not found.
The Ironic job failed. See the link for details

    Fix pxelinux.0 package name for Xenial

    On Ubuntu Xenial pxelinux.0 file was moved to pxelinux package.
    This patch updates required packages and source file directory based
    on operation system version.
    Update service provider for 'tftpd-hpa' to 'systemd' on Xenial.
