NailgunException occured DeploymentAlreadyStarted: Cannot perform the actions because there are another running tasks.

During swarm run one of the test has failed with error HTTP 400 Bad Request:

unfortunately the environment is absent on server, where tests were running. So all we got about this situation is archive with logs:

    Scenario:
        1. Create cluster with neutron VLAN
        2. Add 1 node with controller role
        3. Add 1 node with compute role and 1 node with cinder role
        4. Configure offloading modes for bonded interfaces
        5. Setup offloading types
        6. Run network verification
        7. Deploy the cluster
        8. Run network verification
        9. Verify offloading types for the bonded interfaces
        10. Run OSTF

expected result:
all steps passed

Actual result
Failed in step 7. Deploy the cluster

Reproducibility:
last two swarm runs this test is failed.
