Fuel can't deploy environment after the update to 9.1

Bug Description

Steps To Reproduce:
1. Deploy MOS 9.0 and update it to 9.1 using the doc https://mirantis.jira.com/wiki/display/QA/MOS+9.1+installation
2. Create environment, configure network, add nodes, add proposed repository with 9.1 updates.
3. Click "Deploy Environment" and confirm deployment.

Observed Result:
Error in WebUI:
A server error has occurred. Please contact your system administrator. (please see attached screenshot)

Expected Result:
User can deploy the environment.

I've tested the new documentation today and anyway got the same error in Fuel WebUI.

Dev team, we are blocked by the issue, it prevents feature testing / bugs verification and acceptance testing for MOS 9.1.

Could you please fix it asap?

When I'm trying to delete the env I get the error:

Can't delete environment '1' when running deployment task exists.

The priority changed to Critical because it is a blocker issue for all QA-related tasks for all QA teams: bugs verification / acceptance testing / features testing.
