Detailed bug description:
 When deploying Environment with HA, rabbitmq task on controller fails with this error - http://paste.openstack.org/show/572219/ , from logs it looks like corosync-notifyd was installed after Exec[enable_corosync_notifyd] was executed, but it should before

Steps to reproduce:
 Deploy environment with 3 controllers and 1 compute with Fuel 10 and Xenial

Expected results:
 Deployment finishes with success

Actual result:
 Deployment fails

Reproducibility:
 Always

    Fix corosync-notifyd dependency

    corosync-notifyd config file should be edited
    after fuel-rabbit-fence package is installed,
    in other case the config would not be found,
    because corosync-notifyd is dependency for
    fuel-rabbit-fence package
