Bug Description

Upstream patch https://review.openstack.org/#/c/372315 removes network_device_mtu option which is removed in nova https://github.com/openstack/nova/commit/14da85ac95ce63e11ad2ba63053f122de9a066ec. Need to update fuel manifests to unblock upstream patch, then switch to its usage.

    Remove deprecated network_device_mtu option

    network_device_mtu is removed in
    nova, so should be removed from fuel-library manifests,
    also dpdk_config options were removed, because they are
    needless now.
