Bug Description

Upstream patch https://review.openstack.org/#/c/373648 adds new option allow_resize_to_same_host which is already defined here https://github.com/openstack/fuel-library/blob/master/deployment/puppet/openstack_tasks/manifests/openstack_controller/openstack_controller.pp#L303-L305. Need to update fuel manifests to unblock upstream patch, then switch to its usage.
