The issue was found by

https://product-ci.infra.mirantis.net/job/10.0.system_test.ubuntu.cic_maintenance_mode/215/testReport/(root)/auto_cic_maintenance_mode/

Steps to reproduce:
            1. Deploy cluster(2 compute nodes, 3 controllers)
            2. Switch in maintenance mode
               # umm on
            3. Wait until controller is rebooting
            4. Check maintenance mode
               # umm status

Expected results: output of the command from step#4 should be "umm" according to https://docs.mirantis.com/openstack/fuel/fuel-7.0/operations.html#maintenance-mode
Actual result:

root@node-2:~# umm status
runlevel N 5

This bug is not duplicate - mentioned in "duplicate of" bug is about switching _off_ umm, this issue is about switching _on_ umm
