Bug Description

RPM package for fuel-octane (built from https://git.openstack.org/cgit/stackforge/fuel-octane repository) must be included in the mos7.0-updates packages repository.

This package provides tools to upgrade OpenStack environment under management of Fuel installer from 6.1 to 7.0 version. The only way to deliver it to existing installation via package management system (yum) is to add it to mos-updates repository. This RPM repo is default source of upstream updates for Fuel/OpenStack components.

It looks like the issue was not fixed in MOS 8.0, moved to MOS 8.0 updates because it is High issue and we are in HCF now.

This bug requires scoping and decision on the development of fuel-octane in 10 release cycle. I will mark it as Incomplete for now and reassign to Fuel Octane team.
