[upgrade][8.0] Restore failed if Fuel's ip is different on new node

Bug Description

When I tried to restore the backup on new Fuel master node with new IP address I got an issue with keystone container: it tries to use the db using old endpoint. We should check that ip address wasn't changed or restore networking right after restore started.
