Bug Description

Detailed bug description:

For the excluding of situation when a requested flavor doesn't exist during a new instance initialization we need to create a special flavor for the test.

a new method should used by https://github.com/openstack/fuel-qa/blob/master/fuelweb_test/helpers/os_actions.py#L100-L182

it isn't swarm blocker. This bug was reported as 'nice to have'. And it isn't reason of swarm's failures.

P.S. The proposed fix just improve flexibility of method for an instance creation.
