dual display layout not remembered between reboots

Bug Description

I have an external screen (well recognised upon connection via HDMI) that I have on the left of my primary laptop display.

I can set this in the display configuration in switchboard, but upon reboot, I find the display to be configured on the right side again, which appears to be the default, and have to reconfigure.

Expected behaviour:

Define display layout once and remember *forever*. :-)
