Bug Description

We should disable notifications if they app does not declare the X-GNOME-UsesNotifications flag in the .desktop file.

The thinking is the following:
If the app has the definition in the .desktop file, there is a good chance the developer has given the notifications good thought. If he hasn't, and they are annoying, then the user can just disable them.

If the app does not have the definition, there is a good chance the developer has not given notifications any thought from a UX point of view. The user has no control over annoying notification behavior.
